ted is a mechanical process,, but reading with a view to correcting 49 errors and overhauling the Ordinances, requires reading of a very dif- ferent kind, and itself involves extre work and extra mental strain. It is essential to understand this because it is the key-note to the whole question in issue, that the character of the work had completely changed very ee soon after it started. Some of the Ordinances were qaotic, all in a very bad state, and the language of all needed tho- roughly revising. This reading of the Ordinances to see if they were accurate led to the discovery of innumerable mistakes, all of which so far as it was possible have been put straight.
